PAP Founder

Max Williams - Max is a retired West Australian businessman with considerable experience in management and commercial development. Through an initial career in aviation, Max held a variety of management roles having direct responsibility for major Australian airport operations and profit centres and teams of up to 240 people. Subsequent success saw the business grow, earning the prestigious “Barbeques Galore National Australian franchisee of the year“ and two state franchisee awards. Experience in international buying and shipping were integral to outstanding year on year growth. After retiring in 2009, having a passion for Christian focussed mission, Max founded Partners Against Poverty Inc. serving as the organisation Chair and Cambodian Mission Co-ordinator, positions that he still holds today.  PAP-CAMBODIA Leadership Team

Jose Estrebilla – An ordained minister and appointed missionary of the Philippines General Council of the Assemblies of God, Jose is a B.Sc. graduate and currently studying toward a Masters in Transformational Development. Jose joined a pioneer group of AOG missionaries who started planting churches in the rural communities of Takeo Province, Cambodia in 1994. His years of experience in pastoral ministry, denominational leadership, and wholistic church/community empowerment, provide him the necessary skills to lead and mentor the Partners Against Poverty Team, as well as the pastors and church leaders participating in the PAP sponsored Transformational Development Program (TDP).

Rowena Estrebilla – Rowena holds a B.Ed. (studying for a Masters in Special Education), and first arrived in Cambodia shortly after her marriage to Jose in 1996. Since then Rowena has found much of her life dedicated to Cambodian church growth, particularly in the area of children’s ministry. She is a licensed teacher by profession, with years of experience in early childhood education. Rowena now oversees the Cambodia Child Development Program (CCDP) providing training, mentorship, and much-needed psycho-social and spiritual support to the CCDP team members and children’s ministers from participating churches. The Estrebillas also provide close leadership and guidance to the newly revived Khmer Youth Development Centre (KYDC) dormitory by living on-site with the staff and the students of the centre.
